The audience effect (engl. bystander effect) is not only an individal psychological phenomenon
The more state agencies and representatives, in spite of (diffuse) responsibilities idly watching, the less likely it is that there is help and it is well done in the case of emergencies.
If all the witnesses to an emergency are unsure whether the Situation requires assistance or not, all of the initially try to observe the other instructions on the help need. As long as you watch, however, takes place when anyone with a response that indicates the help need. This idleness refers to all other, that the Situation is unthreatening. Thus, the plight is ignored in the end, social (plural), because no one reacts, and thus no social reference to a plight. Source: Wikipedia “Pluralistic Ignorance“

“An Austrian [Anm.: A case of indirect discrimination (see below)] but is missing” ... This is, in my opinion, the fact that it is in Austria (yet) particularly difficult, as a victim of Discrimination, the findings of legal aid, let alone to get right.
The slope to the collective look away (“Pluralistic Ignorance“ Someone is in Need, no one intervenes or helps, since all the adjusting in the Not-Respond to each other) [Anm.: To as the “Viewers effect” referred to], and in particular when it comes to authoritative discrimination, in the “Austrian soul”, as well as the political Elite and in the “legal system” and their representatives are deeply rooted.
Nevertheless, I wish all of the forum readers a blessed and merry Christmas with a clear view of the joyous fact [Anm.: Luk. 1,50-53].

Report on the limits and potential of the concept of indirect discrimination
Indirect discrimination is a relatively new legal concept and it is rarely used. A publication of the EU to change that. The European network of independent legal Experts is an Advisory body to the European Commission and report back to this as the anti-discrimination directives of EU are transposed into national law.
From the regular Reports of the Experts, and the Swiss gender law specialist Christa Tobler a thematic report entitled “Limits and potential of the concept of Indirect Discrimination“1 created, which is for the time being only in English (a German Version to follow).2
He not only lists, in which international agreements, this concept is used, but describes in detail the Definition and delimitation of indirect discrimination in community law. To complete the study by the discussion of exciting national cases – an Austrian.
Particularly valuable is the Appendix. It contains
- a list of the relevant ECJ case law,
- a test schema,
- an Overview of the scope of the anti-discrimination law, as well as
- a comparison of the various forms of discrimination.
In other words: An excellent publication that is for the understanding of indirect discrimination and the practical work is very helpful.
