[D+1262] care in the Emergency

Bureaucracy stifles humanity (update 2012)

Our severely multiple disabled adults, former foster daughter, Katja (less than 24 basal”, coma-like) came at the age of “22 years ago from a Vienna children's home in our family [1]. Seven years ago, Katja, who was now 16 years old, was unable to cope with the economic burden. More and more of the care work required for both our use as foster parents, so that the labour market was more and more impossible. We were indirectly forced to a care home Katie's.

There she was unannounced, however, after only seven weeks of placement in the “best disabled facility” in lower Austria (quote social authority) from the “prestigious” “care home” operator describes its establishment as “one of the most modern and best-equipped offerings for the severely multi-handicapped people in lower Austria” – in coordination with the Supervisory authority (abuse of authority), without notice and illegally thrown out, after we, as professionals, Care, care, Hygiene and structural deficiencies revealed [2] and the compliance with legal provisions and agreements demanded.

Charlotte is Dipl. Children's nurse with on-going training in home nursing, Gerhard has as a Federal army and a paramedic, a nursing assistant training. We are both the most most qualified nurses for Katja with over 22 years of experience.

Since the support crash from 4.4.2005 we are fighting a relentless war, far beyond the border, everything Unbearable, against the social authorities in the countries of lower Austria and Vienna, in the two procedures up to the highest courts. It is a fair and reasonable support for the vital, highly professional and a lot better Round-the-clock care at home, the financing of the social bureaucracy failed so far.

We are not legally obliged to do so (our foster parenting ended, Yes, about six years ago with the coming of age Katie's), but have no Alternative, other than the necessary 24-hour nursing cover. And although for several years a special budget for respite care has been approved, it can be taken because of unreal conditions, only a least part. The compensation of our own care services, this special budget was, for years, denied ever categorically.

In this context, we launched in the year 2011 Test method according to the lower Austrian anti-discrimination law [3] a. Then the commitment of the country came to the social Department, that at one time, but nothing should speak against it, to grant us a service fee from the available Budget. However, the discrimination procedure obligatory attempt at Conciliation failed, in September 2011, there is once again (objectively untenable) reasons that this is still impossible.

For disabled segregation facilities a multiple thereof has been paid, our Katja flew immediately out (officially part weigh-in was this, so far, as far as possible welded). For the “life - task” of a lot of better rehabilitation care and support at HOME means a life - task! Only a fraction of the cost in the special world of “home” will be replaced for decent life home.

The Austrian care system promotes public funding is precarious, to illegal, and part of dangerous to care for in special institutions for about three to seven times as high as the perfectly legal care in the home by family caregivers.

Family caregivers lose over the years of any kind of social Status, and are as Affected by the state discrimination, violence against the disabled and people in need of care on the part of excluded social life far below the poverty line. There are many affected families.

We personally stand by for about six years, about to lose our home and are on all levels with his back to the wall.

We ask ourselves two things:
What have we done to deserve this and what have we done wrong?

Dear Charlotte, dear Gerhard,

well, you were just human, that is no longer in demand.
Whether it's Germany or Austria, in the case of Home placements, the money is suddenly no longer relevant. In the case of us parents and family members, it requires that we provide care and support for a bread-and-butter. An example: The care home for my Supervised costs (excluding pocket money and health insurance) 6000 Euro. In this price, quite a lot of “that's not our job”. For my daughter that has the same care, I get only 700 Euro. For the care of person Rosmarie everything is “your job”. I care, I care,I'm for the domestic operations is responsible, I think, I promote, I explain to my daughter the world, I support Doctors in the Diagnostic process, and I'm on holiday assistance, I am at night, always on call, etc., etc., Each job-seekers would be screaming run away, if he would have to do for this pittance all of this and prefer to unemployment benefit II.

I can go out to my Problem. For almost 2 years, I am tied to the bed and the need for any hand-out (also nose plasters help when drinking, should be somewhere occur itching) I have been fighting since about 3 years ago with all the Offices, politicians, magistrates, and Unite to lead my right to a Self-determined life. At the moment I'm stuck for quite some time during the FSW, which is adjunctive to the care allowance is a supplementary benefit for care money and the Pension is responsible. The Chairman of my club, my problem is me coping with help, had a conversation with the Ombudsman, Mr Buchinger and after that we will be seeing in a broadcast on the radio and hope that the Public gets Wind of the thing. Besides, we will force the television to the FSW to correct this matter, so to speak, because once something goes Public, you will achieve much more. I hope Now only that the Whole thing goes a little faster, since I have to then search for a disabled-accessible apartment, and possibly people with me ev. a WG would reasons. Of course, I must take care of the nursing staff and their concerns, as I have to go back due to the Severity of my illness on a 24-hour help.
Thanks in advance and kind regards
